We commit to foster dialogue and consensus building among all organizations, be they political or civil society, based upon tolerance, strengthening of coincidences, and respect for identity differences, guaranteeing freedom of thought and proposal.

With this objective, the State: (a) will promote and consolidate dialogue and consensus building culture; (b) will institutionalize citizen participation channels and mechanisms that will contribute to better exercising executive and legislative function at national, regional and local levels; and (c) will institutionalize consensus building in national prospective, budget preparation and strategic planning.
