32. Disaster Risk Management

We commit to promoting a policy of disaster risk management, with the final aim of protecting life, health and personal integrity, as well as public and private property, promoting and ensuring the location of the population and its equipment in zones of greatest security, and reducing vulnerabilities with equity and inclusion, with a focus on processes including: estimation and reduction of risk, response to emergencies and disasters, and reconstruction.

This policy will be implemented by public agencies at all levels of government, with the active participation of civil society and international cooperation, promoting a culture of prevention and directly contributing to the process of sustainable development at the national, regional and local level.

With this objective, the State will: (a) Strengthen the institutional framework for Disaster Risk Management through an integrated and decentralized National System, made up of the three levels of government, with the participation of civil society and led by a Governing Entity; (b) Allocate resources designated for the implementation of the processes of disaster risk management through performance management and strategic budgetary programs; (c) Prioritize and guide policies for estimation of risk and disaster risk reduction in line with the national development objectives set out in the plans, policies and projects of development, at all levels of government; (d) Promote disaster risk reduction by locating developmental projects in areas of lower risk as outlined by multi-hazard micro-zoning studies, and considering that the expansion of cities and densification of the population must adapt to climate change; (e) Be prepared to respond to emergencies in a timely and efficient manner, prioritizing vulnerable populations and standardizing protocols and procedures for first response to emergencies and disasters; (f) Implement plans for rehabilitation and reconstruction in an effective and timely manner; (g) Promote the participation of civil society organizations and international cooperation; (h) Promote the development and use of science and technology for the investigation of phenomenology and for monitoring natural events as well as events induced by human activity which affect the country; (i) Develop programs and projects of preventive education against risks within a framework of an approach towards environmental sustainability, at all levels and modalities of the National Education System; (j) Promote the use of appropriate technology for disaster prevention, with emphasis on reducing vulnerabilities, and facilitating the support of international cooperation to make projects generated by these technologies viable; (k) Disseminate the regulations and actions taken for disaster risk management, promoting the participation of mass media; (l) Ensure compliance with international agreements approved by the Peruvian State in all matters of Disaster Risk Management; (m) Observe the International Strategy for Disaster Reduction (ISDR) and the Hyogo Framework for Action, agreed within the United Nations (UN), and the Andean Strategies for Disaster Prevention and Awareness agreed upon by the Andean Committee of Prevention and Awareness to Disasters (CAPRADE) of the Andean Community of Nations (CAN).
