5. Government according to the objectives of strategic planning, national prospective and transparent procedures

We commit to foster State actions based upon a strategic plan that drive the resources and agrees on the necessary actions to reach national development, and growth objectives, as well as an appropriate integration to global economy.

With this objective, the State: (a) will foster the creation of a national, sectorial and institutional strategic planning system, with clear setting of general and specific objectives to establish short-, medium- and long-term targets, as well as the corresponding measurement indicators; (b) will promote governmental management to reach the objectives established in strategic planning, backed up by objective compliance control and budgetary targets; (c) will guarantee regular reporting of the Executive Branch management concerning progress made in compliance with adopted objectives; and (d) will promote public officials to orient their management to achieving the set targets and to be permanently trained in developing the necessary skills and attributes to reach them.
