14. Access to full, decent and productive employment

We commit to promote and favor, within the framework of a social market economy, the decentralized creation of new jobs in Accord with national, regional and local developing plans. Likewise, we commit to improve the quality of employment, with appropriate income and conditions, and access to social security to permit a decent life. We also commit to foster savings, as well as responsible private and public investments, especially in sectors that generate sustainable employment.

With this objective the State: (a) will foster consensus building between the State, businesses and education to encourage research, innovation, and scientific, technological and productive development to permit, to increase public and private investments, add value to our exports and increase employment capability of people, which supposes continuous development of their personal, technical and professional skills and labor conditions; (b) will have regulations to promote decent and productive employment formalization through direct social dialog; (c) will guarantee the free exercise of unions through General Labor Law that unifies individual and collective law in Accord with the international pacts of the International Labor Organization and other international commitments that cater for labor rights; (d) will develop national and regional policies to promote micro-, small- and medium-sized businesses, emphasizing productive activities and sustainable services according to their characteristics and needs, facilitating access to markets, credits, corporate development services and new technologies, and that increase productivity and make sure it favors workers; (e) will establish a transitory labor regime to facilitate and broaden access to labor rights in micro businesses; (f) will support small artisan businesses, based on promotion guidelines and employment generation; (g) will promote corporate investment in labor training and coordination of public training programs according to local and regional economies; (h) will guarantee access to information on the labor market to permit better decision making and more pertinent orientation of educational supply; (i) will foster elimination of extreme inequality among the haves and have nots; (j) will foster women, elder and youth employment programs in development plans; (k) will promote the use of local labor in investments and the creation of special jobs for disabled people; (l) will guarantee the application of the equal salary for equal work principle with no discrimination due to origin, race, sex, language, beliefs, opinion, economic condition, age or any other kind; (m) will guarantee appropriate retribution for goods and services produced for the rural population in agriculture, craft or any other modality, (n) will eradicate the worst forms of child work and, generally will protect children and adolescents from any kind of work that may endanger their education, health, physical, mental, spiritual, moral or social development; (o) will promote better working conditions and appropriately protect the rights of domestic workers; (p) will foster consensus building and social dialog among business people, workers and the State through the National Labor Council, to promote employment, corporate competitiveness, and to ensure the rights of workers; and (q) will develop indicators and monitoring systems to permit to establish the impact of economic measures on employment.
